Die Sicherung der Versorgung aller Menschen mit qualitativ gutem Wasser stellt eine der größten Herausforderungen unserer Zukunft dar. Hinzu kommt die Gefährdung der Wasserverfügbarkeit durch die weitreichenden Folgen des Klima- und Landnutzungswandels auf globale und regionale Wasserkreisläufe. Die Konzepte für eine nachhaltige Wasserbewirtschaftung stehen hierdurch heute vor neuen Herausforderungen.

Um diesen Herausforderungen zu begegnen, hat das BMBF im Jahr 2000 das Programm GLOWA (Globaler Wandel des Wasserkreislaufs) ins Leben gerufen. Ziel der fünf GLOWA Projekte in Europa, Nahost und Afrika ist die Entwicklung, Erprobung und Anwendung neuer, integrativer, interdisziplinärer Methoden und Modelle. Diese werden zu einer langfristigen, nachhaltigen Wasserbewirtschaftung auf lokaler und regionaler Ebene unter Berücksichtigung globaler Umweltveränderungen und sozioökonomischer Rahmenbedingungen beitragen.

Mit diesem Programm war die deutsche Regierung eine der ersten, die eine Langzeit-Strategie zur Mitigation der Global-Change-Effekte im Wassersektor lanciert hat. Die Projekte befinden sich in der dritten und letzten Phase ihrer insgesamt 9-jährigen Laufzeit, der Implementierungsphase.

Session Ergebnisse

Research priority areas for the foreseeable future

• Extension of the projects which already have a great deal of experience on the ground in a long term sustainable water management at local and regional scales. Create a sense of ownership and acceptance at all levels in the project regions
• Closer interaction and cooperation with stakeholders in the regions (especially in the Middle East and Africa). A stable political cooperation at all political levels is needed to achieve this.   

Necessary framework conditions to foster sustainable innovation

• For better resource management, integrative interaction and intensive cooperation between all the stakeholders involved (scientist, policy makers, etc.) are needed to foster sustainable development.
• To increase the research capacity and to implement changes a data pool and the use of freely-available software supports the development of transparent projects.

Other important issues or topics discussed during the session

• Local stakeholders are interested in inputs on climate change at the local level.
• PhD students from the project countries who return after their project has finished provide valuable input to national institutions in their home countries.
• Impacts of climate change at the local and regional level have been increasing for years, leading to a shortage of resources (first and foremost water in Africa and the Middle East).
