A6 Designing Europe’s Future– Agenda for Innovation and sustainable Development in the FP8

The EU-Commission is likely to approve the 8th EU Framework programme for research and technological development by the end of 2013. In the beginning of this year the German Federal Government already came up with its first guideline paper regarding contents and instruments for FP8 setting by that the German position in Europe.

Research in the field of environment and sustainable development is the first research field starting a deeper discussion on potential research issues for FP8 in Germany. Therefore on the 26th/27th May the German Federal Ministry of Education and Research held a Workshop which is to be understood as a starting point for a 2 years agenda process. The FONA-Forum is offering the next chance for discussing the most urgent research questions of the coming years within a research society. As a basis a draft paper on RTD for Innovation and Sustainable development in FP8 will be presented and discussed for the first time in public.

For sharing experiences during the session we will welcome colleagues from European Ministries and/or research institutions confronted with the same question of positioning themselves for FP8. Which research issues and instruments do we need for tackling the big societal challenges by means of funding research and innovation? Is it possible to find a common European position as a starting point for FP8?

  • Priorities for designing FP8:
    • Vision-orientation
    • Small number of instruments, which are in parts already established
    • Rise of budget imperatively necessary
  • Preparation for FP8 varies in different European countries:
    • theme-oriented
    • experience-oriented
    • vision-oriented
Necessary framework conditions to foster international cooperation for sustainable development
  • Inclusion of third countries (international cooperation) is absolutely necessary for working on the priority topics in FP8
  • Availability and usage of resources have to be considered on a global scale
Other important issues or topics discussed during the session
  • Are smaller research groups necessary for innovation?
  • Do we rather need broad or narrow formulated topic-texts?
  • Which instruments, partners and funding do we need to support innovation?
  • How can the term “innovation” be defined  for FP8?
  • How can success and commitment for ERA-NETs be increased?
